U.S. EPA overview of the different ways a facility can pay for lighting upgrades.  Also shows various methods for analyzing the financial performance of a project.  Very useful piece.

Lighting Upgrade Manual:  Lighting Waste Disposal
U.S. EPA  important piece about disposing of various types of ballasts & lamps (leaking vs. non-leaking ballasts, etc.).  Has charts outlining state regulations.  Estimates costs of recycling, incinerating, landfilling, transporting, etc.  Although it is good information, a facility disposing of lighting waste may need even more in-depth information.

Lighting Upgrade Manual:  Lighting Maintenance
U.S. EPA document on establishing a lighting maintenance plan.  Discusses failure rate, group versus spot relamping, fixture cleaning, etc.  Shows how to calculate light levels in different scenarios.  Goes through an example.  Encourages group relamping & fixture cleaning program.

Lighting Upgrade Manual:  Requesting Proposals
U.S. EPA guide to writing requests for proposals on lighting upgrades. Excellent for those who want to contract out the design and/or installation of a facility's lighting upgrade.  Explains the difference between RFP and RFQ, and different types for each (design only, installation only, design build, shared savings, etc.).  Has 2 sample RFPs.

Windsor Park Manor is a retirement community in Carol Stream that has made a big impact on air quality. The community joined Clean Air Counts in 2006, and through installation of native landscaping and energy efficient lighting, has reduced air pollution by 10,995 pounds.

Controlling the cost of living for 500 residents motivated Windsor Park management to make a switch to energy-efficient lighting. To date, over 1,500 incandescent light bulbs have been replaced with low wattage fluorescent bulbs throughout five buildings in the complex. Annual savings in energy costs total an impressive $63,000, and air pollution has been reduced by over 10,900 pounds. After joining Clean Air Counts, Windsor Park administrators learned just how much their energy-efficient lighting benefits the environment as well as the bottom line.
